2009年11月15日， 国家主席胡锦涛在亚太经济合作组织第十七次领导人非正式会议上发表题为《合力应对挑战推动持续发展》的重要讲话。讲话摘录如下： 尊敬的李显龙总理，各位同事： 很高兴同大家再次相聚，就共同关心的国际和地区问题交换意见。李显龙总理和新加坡政府为会议作了周到细致的安排，我对此表示感谢。 亚太经合组织21个经济体拥有世界40%的人口、54%的经济总量、44%的贸易量。世界关注我们的声音，我们达成的共识将对世界特别是本地区发展产生重要影响。 Prime Minister Lee Hsien Loong, Dear Colleagues, It gives me great pleasure to meet you once again and exchange views with you on regional and international issues of common interest. I wish to thank Prime Minister Lee Hsien Loong and the Singapore government for the thoughtful arrangements they have made for the meeting. The twenty-one APEC economies together make up 40% of the world’s population, 54% of global economy and 44% of international trade. What we say here will attract worldwide attention, and what we agree upon here will have a major impact on the development of the world and this region in particular. 去年，我们在利马作出同舟共济、积极应对国际金融经济危机的坚定承诺。一年来，国际社会的协调努力初见成效。世界经济出现企稳回升的积极迹象，亚太地区经济复苏好于预期，有望成为世界经济全面复苏的重要推动力量。 当前，国际金融危机的深层次影响依然存在，世界经济形势好转的基础并不牢固，各种形式的贸易和投资保护主义明显抬头，国际经济体系的内在矛盾尚未得到根本解决，推动世界经济全面恢复增长还面临诸多不确定不稳定因素。与此同时，多哈回合谈判进程艰难曲折，气候变化、粮食安全、能源资源安全、公共卫生安全、重大自然灾害等全球性问题日益突出。这些对亚太和世界经济全面复苏和长远发展带来严峻挑战。 Last year, we made the firm commitment in Lima to unite as one and take active measures in response to the international financial and economic crisis. The coordinated efforts of the international community have paid off over the last year. The world economy has shown positive signs of stabilization and rebound. With an economic recovery better than expected, the Asia-Pacific region is likely to become a major driving force in the full recovery of the world economy. At present, the profound impact of the international financial crisis still persists and the foundation is not yet solid for the world economic upturn. Trade and investment protectionism of various forms has noticeably risen, the intrinsic problems in the world economic system are yet to be solved at source and the effort to fully restore world economic growth is beset by uncertainties and destabilizing factors. In addition, the Doha Round negotiations have been fraught with difficulties and twists and turns, and global issues such as climate change, food security, energy and resource security, public health security and major natural disasters have become more pronounced. These are all daunting challenges to the full recovery and long-term growth of the world economy, including in the Asia-Pacific region. 在这样的关键时刻，我们更应该团结一致，秉持开放合作、互利共赢的理念，加强协调，携手努力，巩固世界经济复苏势头、推动世界经济平衡有序发展。同时，我们应该以应对国际金融危机为契机，认真审视导致危机发生的深层次原因和各经济体在危机中暴露出来的深层次矛盾，加快转变经济发展方式，切实解决经济发展中的深层次、结构性问题，为经济又好又快发展奠定坚实基础。为此，中方提出以下主张。 At this critical juncture, we should all the more get united, follow the principle of openness, cooperation and mutual benefit, strengthen coordination and work together to secure the momentum of world economic recovery and promote balanced and orderly economic growth. At the same time, we should take the financial crisis as an opportunity to take a serious look at the root causes of the crisis and the underlying problems in various economies exposed by this crisis. We should speed up the transformation of economic development patterns, take effective steps to address the fundamental and structural problems in economic development and lay a solid foundation for sound and fast economic growth. To this end, China would like to propose the following: 第一， 坚持不懈，推动世界经济全面恢复增长。不久前，二十国集团领导人匹兹堡峰会 明确提出，必须继续实施经济刺激计划以促进经济活动，直到经济复苏势头得到巩固。各经济体应该保持宏观经济政策的连续性和稳定性，采取更加扎实有效的举措，在促进消费、扩大内需上下功夫。我们应该坚决维护公正自由开放的全球贸易和投资体系，努力保持商品、投资、服务自由流通。这对世界经济全面复苏和长远发展至关重要。 First, make unremitting efforts to fully restore world economic growth. Leaders at the G20 Summit in Pittsburgh made a clear statement to maintain stimulus measures to support economic activity until recovery is assured. All economies should maintain the continuity and stability of their macroeconomic policies and take more solid and effective steps to boost consumption and expand domestic demand. We should firmly uphold a fair, free and open global trading and investment system and maintain the free flow of goods, investment and services. This is essential to the full recovery and long-term development of the world economy. 第二， 着眼长远，促进可持续增长。要实现经济可持续增长，必须形成资源节约、环境友好的生产方式、生活方式、消费模式，实现经济增长、社会发展、环境保护相协调。我们应该统筹考虑当前增长和长远发展，在推动经济恢复增长的同时，优化能源结构，推进产业升级，大力发展绿色经济，培育新的经济增长点，为经济可持续增长创造条件。发达成员应该向发展中成员提供资金、技术转让、能力建设支持，确保发展中成员用得上气候友好技术，让气候友好技术更好服务于全人类共同利益。发展中成员应该立足实际，努力探索符合自身情况和发展阶段的可持续增长道路。
