Port:  A port is a facility for receiving ships and transferring cargo. They are usually found at the edge of an ocean, sea, river, or lake. Ports often have cargo-handling equipment such as cranes (operated by longshoremen) and forklifts for use in loading/unloading of ships, which may be provided by private interests or public bodies. Often, canneries or other processing facilities will be located near by. Harbour pilots and tugboats are often used to maneuver large ships in tight quarters as they approach and leave the docks. Ports which handle international traffic have customs facilities.
Harbor:  A harbor or harbour (see spelling differences), or haven, is a place where ships may shelter from the weather or are stored. Harbors can be man-made or natural. A man-made harbor will have sea walls or breakwaters and may require dredging. A natural harbor is surrounded on most sides by land.
2、PORT和HARBOUR 的主要区别：
A．维基百科对于PORT和HARBOUR的区别是这样定义的： Ports and harbors are often confused. A port is a man-made coastal or riverine facility where boats and ships can load and unload. It may consist of quays, wharfs, jetties, piers and slipways with cranes or ramps. A port may have magazine buildings or warehouses for storage of goods and a transport system, such railway, road transport or pipeline transport facilities for relaying goods inland.
B．Port指港、港口，水上具有可供船只装卸货物的设施的地方。 Harbour指港、海港、港口一块有足够深度为船只提供安全停泊口岸的水域。
C．Port多指是人工港口，而Harbour则指天然港口、海湾，一般而言通常是先有海湾后有港口，而大的海湾可能有多个港口，像旧金山湾就有三个大港：Pork San Francisco, Pork Oakland, and Pork San Jose。
D．Port提供卸货，装货的功能，主要服务商业；而 Harbour提供避风，安全停靠的功能，主要服务渔业。
E． Port指的是广泛意义上的港口，不仅包括海港，还可指江河湖泊的港口，更有衍生词Airport(空港)、Spaceport（航天站、太空站）、Entry-and-Exit Port（出入境口岸）等用法。Harbour专指海港。
F．Port 用在专有名词前，如Port Huangpu，而Harbour则用在专有名词后如Huangpu Harbour。但具体世界某些著名港口还是有自己的习惯用法。
