Ok, let make instance for illustration:
everybody eat meal everyday, three times a day.
why some people can be fatter, some still skinny, some can be strong.
1 the fatter may go on a decreasing diet, cut fat intake by eating more vegetable, the skinny may go on an increasing one, eat more meat. Both fatter and skinny may do some exercise, and they will be slim and stronger.
2 maybe someone still can't be stronger, cos of some genetic problems, it is more difficult for them to change shape. But some may give up halfway, and some continue exercise and make a little effect.
3 the strong, also for some genetic reason, is stronger than most, naturally. But some of them may become fatter or skinnier if they lead random diet.
English learning share similarity with daily eating.
1 usually through hard working, most people can and must achieve improvement.
2 unusually someone paid hard working can gain way, i think, he must be persistent, keep hard working and find resolution.
3 someone may be a gifted dab learner, rest on laurels, flatter himself that he has mastered english, actually he will give way on english learning. Never pride goes after a fall.
