The EU will let companies meet half of their emission cuts by buying UN carbon credits.

According to sources close to EU negotiations, the bloc’s council and the parliament agreed this week to let installations covered by its emissions trading scheme import carbon credits to meet 50 per cent of required cuts from 2008 through 2020.

The move will increase the number of carbon credits that can be imported into the scheme by around 10 per cent to 1.5 billion, according to Point Carbon analyst forecasts.

“There seems to be some agreement in council now that not more than 50 per cent of the reduction should be met through the use of offset credits,” according to Tomas Wyns, an official with green group CAN Europe.

But while the overall import limit has been set, the debate over how to allocate the import limits between industry sectors in different member states is ongoing.

The council has proposed that all companies be set an import limit of at least 11 per cent.

In addition, the UK is lobbying for a proviso that could boost an installation’s limit if it had a relatively low cap and a low import limit in the second phase.

A parliament proposal to place quality restrictions on the type of UN credits that can be imported is likely to survive the negotiations with the council, according to policy analysts.

But the actual definition of what qualifies has still not been outlined.

The debate over auctioning also appears to have made some progress as well with the parliament and the council believed to be close to agreeing to let some countries allocate power companies free allowances.

The council is proposing to let countries that source over 60 per cent of electricity from coal-fired power stations will be allowed to freely allocate allowances up to half of their expected need.

“If this is what it takes to get the reluctant member states onboard, then I don’t think the parliament will have a problem with it,” Schjolset said.

The EU also wants to look at how to finance technology that captures carbon dioxide from power stations and oil refineries and store it underground.

The parliament proposed to finance the technology through earmarking 500 million EU allowances from a reserve set aside for new entrants to the scheme.

The council position is unclear, but is believed to be looking at a much lower volume, somewhere in the region of 100-200 million.
