SOUTHERN TRANSPORT DEVELOPMENT PROJECT (STDP) REVISED ECONOMIC ANALYSIS INTRODUCTION The main component of the STDP is the construction of a new inland southern highway to increase the capacity in the Southern Transpo口Corridor (STC). The southern coastal area is cuπ 巳ntly served by National Highway A2, which has reached its traffic capacity in many sections and has limited p.otential for capacity exp缸lsion due to developments along the highway. The d 巳velopment of the new highway is expected to serve the transport needs, especially the long distance traffic, of the southern region when it is completed. The n巳w hi 吕hway is approximately 128 km in length and has been taken up for implementation with ADB and JBIC funding Th巳new southern highway (refe口ed as STDPH) stal1s about 25 km south-east 0 f Colombo just south and in continuation of Outer Circular Highway (OCH), which is also under development and ends at Godagama which is about 6 km from Matara. The National Highway A24 connects Godagama to Matara. The project also involves a new link to the highway from Galle on A2. The ADB finances the southem section ofthe new highway and JBIC finances the northem section The construction of ADB section has started in 2003. The ADB section is cu叮en l1 y built to a 2-lane standard, although land acquisition and most of the earthworks and structures have been carried 口ut for a 4-lane standard. The progl 巳ss of ADB section as of date is about 50%. The ADB section is expected to be 口perational in 2σ’0 8 but may be in 2009 at the current rate of progl 巳ss. The JBrC section is implemented in two sections and the northem most section is being constnIcted as a 4-lane highway and the second section, initially planned for 2-lane is now being planned for 4-lan巳巳onfiguration. The J8lC section is expected to b 巳operational by 2010. The eastward development of Colombo and development of OCH around Colombo which starts from th巳northern end of STDPH and the large scale developments plalmed in Hambantota including a m句or port as part of the overall Governments initiative for the development of Southern Province has significantly increased the importance and traffic potential of STDPH. Also plalmed are new 4-lane highways to 0111er regions of the country radiating 丘。m the OCH. The Govemment of Sri Lanka now desires to construct the entire STDPH to a 4-lane standard and have carried out the design for the purpose. The Gove口1m巳nt is also exploring to restructure the contract of ADB section so that the 4-lane configuration can be implemented and the entire highway can be operational by 2010

1、项目说明
南部交通发展项目(STDP)主要内容是在南部建设一条新的内陆公路以提高斯里兰卡南部交通走廊(STC)的交通量。现在南部的主要交通干线是A2沿海公路,许多路段已达到其设计交通量,而且由于沿路经济的发展,它没能能力继续满足经济发展需求。新建公路就是满足南部经济发展对交通,特别是长途交通的需求。新建公路全长大约是128千米,现由亚行(ADB)和日本协力银行(JBIC)提供融资实施。
新公路起点位于科伦坡东南25千米处,与规划中的外环路(OCH)相接,终点位于距离马特勒6千米的Godagama,国道A24连接马特勒和Godagama。本项目还包括新建一条连接加勒港市A2公路至本公路的连接线。亚行资金用于新公路的北段,日本协力银行资金用于南段。
亚行融资部分于2003年开工,尽管土地征用和多数土方及结构物工程施工是按四车道标准实施的,但它当前是要建成2车道标准公路。截止日期已完成50%工程量,原计划于2008开始投入运营,但按现在进度可能到2009年才能运营使用。日本协力银行融资部分又分为两段进行施工,其北段多数按4车道施工,南段起先计划是2车道,现规划为4车道。日本协力银行部分计划于2010年开始投入运营。
科伦坡东部地区的开发、以STDP公路北端为起点的科伦坡外环路的规划再加上作为国家政府总体规划倡议的一部分而进行的大规模的汉班托塔港口发展规划都极大地增加了STDP公路项目的重要意义和交通潜力,同时,以OCH起点的通向其它地区的4车道公路也已规划完毕。斯里兰卡政府现在期望把全部STDP公路建设为标准4车道并为这个目标实施了新的设计。斯政府正探索亚行融资部分的重建以完成4车道布局并希望到2010年实现全部公路投入运营。
斯里兰卡政府已请求亚行(ADB)追加资金用于ADB部分的2车道公路升级为四车道。
公路项目的经济分析开始于第一阶段并于2006年开始修订。原可行性研究报告已确定的交通改道评估不能完全反映可能的交通改道,最新的经济分析对许多相关的附加成本和利益考虑作了归纳,考虑到这些情况及斯里兰卡政府要求增加资金用于实施公路4车道升级,交通评估和经济分析已被重新修订。本项研究的目标是评估先前的交通和经济分析,并考虑新变化的各方面及将来本区域的未来经济发展做出最新升级版的分析。
